As long as there's a fairly even focus between the two, or mainly on the minor character, that's fine, regardless of whose pov you use. It sounds from what you've said as if it would be okay, but I think only you can decide from what you have in mind. Troilus or Troilus/Vicki is certainly eligible in itself & would be very good to see fic for. :-)
